The management authority

The management authority is the regional council of Guadeloupe. He is responsible for the management and implementation of the Program in accordance with the principle of good financial management.

Its missions are:

• financial responsibility for the entire Program;
• verifying the eligibility of actions ;
• agreement and payment of selected transactions;
• coordination of audit and certification authorities’ missions,
• establishing procedures to certify expenses;
• information and communication about the Program;
• supervision of the Joint Secretariat and monitoring of its activities;
• preparation, organizations and monitoring of committees;
• Submitting reporting documents to the Commission;23
• evaluation of the Program.

The Joint Secretariat

He assists the Guadeloupe Regional Council in carrying out its tasks by ensuring the operational management of the programme.

Its missions are:

• information and awareness of project owners;
• eligibility and consistency instruction for the projects submitted;
• analysis of projects for approval
• secretariat of the program committees;
• administrative, financial and physical monitoring of programming;
• tracking the computerized data management system
• animation and communication of the Program.
